For most veterans, a reasonable starting point is USAJOBS (for federal jobs) combined with the nearest American Job Center (for in-person help from a DVOP or LVER specialist). State workforce agencies and nonprofit partners can supplement that depending on the sector you are targeting.
Veteran-preference documentation travels with the application regardless of which portal you use. For federal competitive-service roles that typically means a member-4 copy of the DD-214, and for 10-point preference an SF-15 plus a VA rating letter or other qualifying documentation under 5 U.S.C. § 21085 U.S.C. § 2108†.

DVOP and LVER specialists at American Job Centers can provide free, one-on-one employment help for eligible veterans. A VSO or CVSO can help with VR&E eligibility questions and federal veteran-preference disputes.
